Amata Kihara
He first appeared in volume 12 of the light novels as a sadistic scientist and commander of the Hound Dog, a black ops unit operating directly under Aleister. Since Academy City lacks an official black ops force, the twelve Directors maintain their own personal squads—others have set up groups like ITEM or SCHOOL instead.
Kihara's most significant claim to fame is discovering Accelerator and serving as his former guardian and trainer. Their relationship was brutal: Kihara subjected the young esper to lethal experiments and extreme conditioning specifically designed to either kill him or teach him to master his powers. Most of his test subjects didn't survive.
The two reunite when the Hound Dog receives orders to kidnap Last Order from Accelerator. What makes Kihara a genuine threat is that he actually understands how Accelerator's reflection ability works—and knows how to exploit it. Unlike most opponents, he manages to land repeated physical hits on someone typically untouchable, turning Accelerator's greatest strength against him and making him a surprisingly difficult fight for someone usually overwhelming in combat.
