She runs the Public Safety Bureau and is basically Ginoza's go-to person for anything classified—he's one of the few people she actually trusts completely. Unlike a lot of people in her position who'd be fine with just taking Shogo Makishima down by any means necessary, she's explicitly against executing him. She wants him arrested and brought to justice through proper channels, which puts her at odds with the more aggressive approaches others in the bureau favor.
