Tochiro serves as Harlock's first mate aboard the Arcadia, and while he's mostly played for laughs throughout the series, he's genuinely dependable when things get serious—especially when alien threats show up. He's actually a skilled mathematician, though what he's probably most known for among fans is his passion for building plastic model ships. He's been shown constructing intricate scale models, including a detailed one of the Arcadia itself in one episode.
The character was directly inspired by manga artist Kaoru Shintani, creator of Area 88. Early in his career, Shintani worked under Matsumoto as a model builder for reference purposes, which clearly influenced how the character was written.
