Shinogi is Kureha's younger brother, and he's spent most of his fighting career trying to step out from under his shadow. As kids, Kureha was always there to bail him out, which left Shinogi feeling like dead weight. That's what drove him to develop cord cutting—a technique that targets an opponent's nerves to paralyze them, letting him win through precision rather than raw power.
His early fights didn't go great. He took an L against Baki in season 1, getting knocked out in the process. Things picked up a bit in the Maximum Tournament, though. He faced Kureha in round 1, and while his brother was impressed enough by Shinogi's grit to throw in the towel, the real test came next. Round 2 had him up against the seasoned Gouki Shibukawa. Shinogi managed to break Shibukawa's fake eye—a solid hit—but it wasn't enough to pull off the upset.
